Kennel Club welcomes Report Call for Overhaul Of Dangerous Dogs Law

The Kennel Club has welcomed an inquiry calling for an immediate overhaul of current dangerous dog legislation to better protect the public.

The Royal Mail-commissioned Langley Report, published today, aims to place more responsibility on owners of out of control dogs, and emphasises the immediate need to extend the law to apply to private property, a move that the Kennel Club has long lobbied for.

The Langley Report is published on the day the Welsh Government, following in Scotland’s footsteps, launched a Bill to make owners responsible for their dogs’ actions and make attacks on private property an offence.

The Kennel Club supports the idea of making it an offence for a dog to bite a person on private property in principle, but believes that the application of law to private property should include exemptions to cover certain circumstances, such as a bite as a result of provocation or whilst that person is committing an offence.

Caroline Kisko, Kennel Club Secretary said, “The Kennel Club, along with other animal welfare organisations, is lobbying for current dangerous dog legislation to be overhauled, placing greater responsibility on the owners of out of control dogs and extending the law to include incidents on private property.

“It is important to remember that dogs base their actions on instinct, which in this case is the instinct to protect the home.  A dog is not able to tell the difference between a postman and an intruder, and they will be acting on instinct rather than malice, so it is up to the owner to train the dog to behave correctly or to ensure that the dog is properly contained.

“It is our responsibility as dog owners to provide the right training and care for our dogs to prevent them from showing aggression in any case.”
